The mother of a 7-year-old Irving elementary school student says her son wet his pants in class after his teacher refused to let him use the restroom Thursday afternoon.

"I was absolutely appalled," Sonja Cross said. "I could not believe it."

The first-year teacher at J.O. Davis Elementary awards her students with "Boyd Bucks" for good behavior. Going to the bathroom outside of the three scheduled breaks costs two Boyd Bucks per trip.

Cross' son, an honor roll student, needed to go to the bathroom, but he sat back down because he didn't have any Boyd Bucks, his mother said.

"He tried to hold it as much as he could, but he just couldn't," Cross said. "He came home from school, and he was crying and really upset."

"Really, that's just unhealthy," Cross said. "I think that she had no concern for the children."

Cross complained to the teacher, but didn't like the response.

"Originally when I first spoke with the teacher, she was just going to show my son special treatment, but then I said, 'That's just not good enough. I need for you to stop this for all the children,'" she said.

Cross informed school administrators, who quickly told the teacher to stop charging her students to go to the bathroom.

"It's not a bad idea to have a reward program in the class -- and they're going to continue that, but not for the bathroom breaks," Irving school district spokesman Billy Rudolph said.

But Cross said her son still has to face his classmates.

"The kids are teasing him and whatnot, and it's just over for him," she said. "This is something he's going to have to deal with for quite some time."

School administrators do not plan any disciplinary action. Cross said she may push for the teacher to be suspended.

A Dallas woman who was just one number away from winning the huge Powerball jackpot earlier this week still won $1 million, the Texas Lottery Commission said Friday.

Betty S. Galloway bought her ticket at the 7-Eleven near Inwood Road and Lovers Lane, officials announced.

Her lucky ticket matched all five numbers (5–16–22–23–29), but not the Poweball number from Wednesday's $587 million drawing.

NBC 5 was unable to locate Galloway, but a manager at the 7-Eleven said she is a regular customer who lives in the neighborhood.

Three other Texans also won $1 million. The lottery commission said those tickets were purchased in Houston, Humble and San Antonio.

Powerball sales in Texas totaled $75 million, the commission said, with the city of Dallas accounting for more than $3.5 million of the sales.

Police are investigating a shooting at the CBS Radio building in Dallas.

Dallas police spokesman Warren Mitchell said a 911 call about two shots reportedly fired around the area of 4131 North Central Expressway was made at 3:08 p.m. Friday.

No one was hurt

The 12-story building holds offices for multiple businesses, as well as facilities for local CBS Radio stations.

One shot hit a window in the office of Pete Schulte, an attorney who works on the sixth floor of the building.

"All of a sudden, I heard a humongous boom and, within a split second, the glass shattered in my office," he said

Schulte said he believes the double-pane glass stopped the bullet from entering his office.

Schulte, a former police officer, said he believes the shots came from a rifle fired on North Central Expressway or the frontage road.

"I was a police officer, and that's what concerns me," he said. "I am very much hoping it was random -- someone off the highway or service road -- but I guess you never know."

By late Friday afternoon, crews were already at work replacing the shattered glass.

Schulte said it may take some time for his shattered nerves to recover.

"It brings back my memories from when I was a police officer, when I was shot at," he said. "I'm a little on edge."

Schulte was critical of the Dallas Police Department's response time. It took police officers more than an hour and a half to respond after the 911 call was made. The situation was filed as a criminal mischief/vandalism, so it was not given high priority.

A horse-drawn carriage led Hector "Macho" Camacho's body through the streets of East Harlem Friday as hundreds gathered to mourn the late boxer.

Camacho was shot in Puerto Rico on Nov. 21 while sitting in a parked car, and was taken off life support four days later. He was born in Puerto Rico but was raised in East Harlem, and is considered a "Son of Spanish Harlem." 

He was mourned at a two-day viewing ceremony in Puerto Rico, but his mother made the case to lay her son to rest in New York, where he was raised. After seeing the turnout outside St. Cecilia's Church on East 106th Street, Maria Matias told NBC 4 New York she was happy with the decision.

"He would be proud of all you people," Matias said.

Camacho was known for his skill and style in the ring, and fought some of the biggest stars in boxing, including Oscar De La Hoya and Sugar Ray Leonard. Those who gathered Friday honored him with Puerto Rican flags and boxing memorabilia.

"God bless him," said Ramonita Gonzalez of Harlem. "I pray every day for Camacho."

Christian Camacho was stunned at the number of fans paying their respects to his father.

"I thought we were in this alone," he said. "We were crying our hearts out as a family but to see that we have all of these supporters here supporting us -- it's amazing."

Amid the pride expressed for the late boxer, there was also plenty of sorrow. Police in Puerto Rico have yet to arrest anyone for fatally shooting Camacho. 

And the days after his death have been filled with drama. Fights reportedly broke out between two women claiming to be his girlfriend during a public viewing in Puerto Rico. 

Supporters in the city that raised Camacho, though, only wanted to say goodbye. And his family was appreciative of that.

"I love New York," his mother said. "I love all you people."

A Plano police patrolman who saved a dog from drowning is drawing kudos from around the country.

Officer Eric Elliott pulled the 15-year-old dog from a pool after the pooch fell in and couldn't get out.

"As I got closer to the gate, I could hear the bark, and he was definitely getting tired, and you could hear the stress in the bark," he said.

Elliot was working a special traffic detail when he heard a call that a dog had been clinging to the edge of a backyard pool for 20 minutes and couldn't hang on much longer.

"Just reading the notes on the call, it sounded like the dog was in some serious trouble," Elliott said.

It wasn't his call, but Elliott took it anyway.

"He really didn't want anything to do with me," he said. "He turned his head away, and I just said, 'If he's going to bite me, he's going to bite me, but I'm going to pull him out anyway, so I did and was just glad I was close enough to help."

The Plano Police Department posted the story with Elliot's picture on its Facebook page, and the story quickly took off.

"It's gone viral," Plano police spokesman David Tilley said.

The department's Facebook postings normally get between 150 and 200 views, but hundreds of thousands of people have seen the post about the dog rescue.

"As of right now, we're sitting, we're about 333,000 people across the nation have actually seen this post because over 2,000 people have shared it on their Facebook page to their friends," Tilley said.

Even people whom Elliott has arrested are posting about the rescue, saying they forgive the officer for arresting them because he saved the dog.

"It's actually a lot of fun to be part of it, and it's good to let people see the other side of what we do," Elliott said.

Dallas school trustees voted on Thursday to end a 45-minute extension to teacher workdays that was approved in January.

Teachers filed into the Dallas Independent School District board meeting prepared for battle.

They called on the board to overturn a policy that added 45 minutes to their day without any extra pay. After several hours of discussion, the board agreed with them, voting unanimously to put an end to the extended workday.

"It's emotional," said Rena Honea, Alliance AFT president. "They have a history with this district. They are here for these kids, and they have continued with all the confusion and chaos. As I was walking out, teachers were like, 'Yes, they listened. They heard.'"

Teachers had argued that they were never given any direction on how to spend the extra 45 minutes of their day. In many cases, the time was spent in meetings or on paperwork instead of with students, teacher said.

"From what I have seen at my child's school, the extra 45 minutes has done nothing to improve quality of teaching," parent Lakashia Wallace said.

Superintendent Mike Miles had proposed a measure suggesting how teachers spend the extra 45 minutes of their day, but trustees decided to go back to the way things were -- a 7-hour-45-minute workday.

"Sometimes we make a mistake, and I think this is one of those times," Trustee Nancy Bingham said. "We as a board did make a mistake."

Miles said teachers would remain on their current schedules until they have a plan in place to transition back to shorter work day, which should happen on or before the first of the year.

Video from the dashboard of a Hurst police car sheds new light on the controversial arrest of a teenager that led to an officer's suspension.

The video, which police released Thursday, shows that 17-year-old Andrew Rodriguez argued with Officer Miguel Jimenez when Jimenez told him he was under arrest and to put down his cellphone.

A previous video that Rodriguez's friend shot on a cellphone begins with the struggle that followed.

The police video shows that Rodriguez called his mother when Jimenez tried to arrest him.

"You want me to take the phone from you or you want to hang it up?" the officer asked.

"You are not going to take it," Rodriguez replied.

"I'm going to take it," Jimenez answered. "I guarantee you I am going to take it."

Rodriguez can be heard having a brief conversation with his mother.

"I'm at the park, and this cop is harassing me," he said.

At that point, Jimenez apparently grabbed Rodriguez.

"Don't touch me, dog," Rodriguez is heard telling the officer.

Another teenager started taking pictures with his cellphone.

That video, posted on YouTube, stirred a controversy when a second officer, Disraeli Arnold, showed up to assist Jimenez. Arnold is seen on that video jumping on Rodriguez and unleashing a rash of obscenities.

"Move and die," Arnold said.

Arnold has been suspended while the police department investigates.

Rodriguez is charged with resisting arrest. He said he will plead not guilty.

Woman Wakes Up to Bed on Fire

A woman was taken to the hospital after she reportedly woke up to find her bed on fire in east Dallas Friday morning.

The fire started at about 1:15 a.m. on the third floor of the Lakeland Manor Apartments on Peavy Road.

The woman, Renee Mashhour, called firefighters to report the flames in her apartment. She told authorities she woke up to her bed on fire.

Mashhour was taken to the hospital to get treatment for smoke inhalation. Firefighters expect her to be OK.

A man in the apartment at the time of the fire was examined and is expected to be OK.

"The bed just caught on fire," said Mashhour. "I got him up and we ran out because it was just blazing."

Firefighters asked some residents to evacuate their apartments until the flames were controlled.

Authorities are investigating the cause of the fire.

Battery Recycling Plant Closes, Workers Laid Off

A controversial battery recycling plant in Frisco closes its doors Friday morning. 

The closure is part of an agreement between the City of Frisco and Exide Technologies.

For months, the city and citizens have raised questions about pollution and ground contamination coming from the plant. 

As part of a $45 million dollar deal, the company has agreed to shut down its operations. About 100 employees will lose their jobs on Friday, right before the holidays. For now, 27 workers will remain on the job to help dismantle the battery recycling plant and clean up contaminated areas from the lead smelter.

It's been a long-time battle between the city and company over how to cut lead emission levels.

The city plans to buy the vacant 180 acres surrounding the plant, which frees up key space just off of the Dallas North Tollway. The area can be used for future development in the heart of Frisco.

"It was an opportunity to resolve all of our issues and create a return for our citizens," said Mayor Maher Maso.

Exide will keep the 90 acres its used since the 1960s to break down used lead-acid batteries and dispose of the waste in on-site landfills.

Smokestacks and buildings are expected to come down by the end of the year.

Some residents are happy about the closure due to environmental concerns.

Friends of workers say this progress comes at a cost. 

"They're going to develop it and make a ton of money off the back end, but these people are going to get jobs doing what?" said Paul Ford, of Lewisville.

Workers are getting severance packages and some people may be able to relocate with the company. 

Exide's four other plants will absorb the Frisco operations.

A bank robbery suspect allegedly told Alabama police that he performed the heists after praying for an answer to his problems.

Christopher Bruce has been charged with robbing the West Alabama Bank in Woodstock, Ala., on Monday and First Financial Bank in Vance, Ala., a week ago, Fox 19 reported.

Investigators told Fox 19 that Bruce had been having difficulties finding work as a convicted felon. After he was arrested, Bruce allegedly confessed to robbing the banks after praying for some way to help his situation, police said.

"He said he couldn't get a break and he didn't know how he was going to survive. He said he even pulled over on the side of the road and prayed about it. He just couldn't find it in himself to do anything different," Vance Police Chief Ralph Burnell told Fox 19.

Woodstock Police Chief Len Price said the Mustang Bruce used to flee the scene was found wrecked and abandoned miles from the West Alabama Bank, Fox 19 reported. Price said Bruce left a tag behind that led investigators to match his driver's license photo to the video caught by the bank surveillance cameras.

Bruce is in custody facing charges for the bank robberies along with outstanding warrants.

A Hurst family has filed a complaint about an arrest that was captured on a video that shows an officer kneeing a teenager in the head and threatening him.

Seventeen-year-old Andrew Rodriguez; his mother, Kelly Pope; and a local civil rights advocate on Wednesday filed a formal complaint about the arrest.

A video uploaded to YouTube shows Officer Disreali Arnold kneeing Rodriguez in the back of the head while cussing and threatening him.

An internal investigation into the matter will move forward now that a complaint has been filed.

The department on Monday morning placed Arnold on administrative leave pending an ongoing internal affairs investigation. The department said the officer's actions, including kneeing the teen, swearing and parading in front of the camera are all major concerns.

Rodriguez's family is also calling on the Tarrant County district attorney and the U.S. Attorney's Office for the Northern District of Texas to look into the incident.

Rodriguez says Arnold used excessive, life-threatening force and violated his civil rights.

He and his mother said they want him terminated.

Two Burn Patients, One Love Story

The North Texas man who was the first American to receive a full face transplant is engaged to marry another burn patient he met in the hospital.

"It's exciting for us," Dallas Wiens said Wednesday.

Wiens, of Fort Worth, was severely injured in a bizarre construction accident in 2008 when he came in contact with a high-voltage power line.

His fiancee, Jamie Nash, of Garland, nearly died in a car crash in Ennis in 2010. Her car erupted in flames, and she was trapped. She was severely burned on her hands, back and legs.

The couple met in a support group at Parkland Hospital, where both were being treated.

"I was drawn to him. I just had to meet him," Nash said. "I just looked at him from across the room, and there was something about him."

Nash, who admits that she was sending a text message when she drove off the road, often speaks to young people about the dangers of texting and driving. She has set up a website to promote her message.

Wiens said he wasn't interested -- at first.

"I had sworn off love and relationships," he said. "I had no desire to be in one whatsoever."

Nash said she pursued him for two months. Then, on Christmas Eve, they talked all night and set up a date.

The sparks flew.

"We went to dinner and a movie, and that's all she wrote," he said.

The two said they have been together every day since.

"I told him it's got to be love, because I'm not sick of you," Nash joked. "I know I've never felt more real than this."

Recently, the two decided to take the next step.

Wiens took Nash to a jewelry store and proposed right there.

"I just started crying. How could I not?" she said. "Just to be so happy."

Now, with so much to plan, they are putting their pasts behind them.

"There's no reason to dwell on the past," he said.

"It's dead and gone," she added. "It burned in the fire."

They said they make the perfect couple and help balance each other.

Her hands, for example, were severely injured in her accident. His are fine.

She can see. He lost his eyesight in the accident.

"It's a story of hope, a story of true survivors," Nash said. "I mean, if we can do it, I guarantee you, anybody out there -- we all have a story. We're all going through something. And I want to give everybody hope."

The couple's big day will be March 30. The wedding will be in the Fort Worth church where Wiens was working when he was injured.

The couple's doctors and nurses are invited, they said.

A zebra ran loose on Staten Island Wednesday.

A wild scene unfolded on New York's Staten Island Wednesday when a zebra and a pony were spotted running along a busy roadway after they apparently escaped from a Christmas tree seller.

Part of their journey was captured on video by Zachary Osher, who was busy at work when he looked out the window of his shop and saw the animals on Victory Boulevard.

"Is this actually happening to me, am I finally losing my mind.  This can't be happening," Osher told NBC 4 New York he remembered thinking. "This is a zebra on Staten Island. On the street!"

Osher used his phone to film the pair as they dodged traffic just after 9 a.m.

They had apparently escaped from a nearby Christmas tree business, where they were used as an attraction, according to Giovanni Schirripa, the owner of the business.

The animals were later returned to the property, he said.

Both the pony and the zebra, a 4-month-old male named Rozzy, are doing fine, he said. They will be sent to live in a barn in New Jersey after the holidays.

Health inspectors are investigating whether Schirripa is authorized to keep the animals on his property.

Embattled country music legend Randy Travis has given up alcohol, according to his attorney.

"Randy has given up alcohol entirely," Larry Friedman said. "He's on a new physical fitness regimen. He is working out three, four hours a day. He's got a brand-new diet, a high-protein diet, taking a lot of new vitamins. He is in the best shape he has ever been in, in his entire life."

Travis has been arrested three times over the past year during alcohol-fueled incidents.

The most recent was in August, when police arrested a nude Travis and charged him with intoxicated driving after he crashed his car into a construction site.

Earlier that month, Travis wound up behind bars after a fight in a Plano church parking lot with his girlfriend's ex.

In February, Sanger police arrested Travis in another church parking lot with an open bottle of wine in his car.

"I don't consider Randy an alcoholic," Friedman said. "I think Randy has had some hard times over the last year or two. He has gotten through those hard times, put them behind him, and he's off and running right now."

Friedman said the 53-year-old singer came up with his own personal program to get sober and isn't receiving any professional help.

Travis was in the recording studio last week, putting the finishing touches on a new double album of songs from old favorites such as Hank Williams and Willie Nelson.

Friedman said the events of the past year should give Travis plenty of material for yet another country classic.

"He's happy," he said. "He has a new fiancee. Life is good for Randy Travis."

Friedman would not talk specifically about the criminal charges Travis still faces but said that the cases are progressing and should be "brought to a conclusion shortly."

TxDOT crews are cleaning up a spill of mud and rocks on the northbound Spur 408 bridge over Kiest Boulevard Thursday morning.

Police were called at about 1 a.m., after reports of a crash in the area. At least one car rolled over after hitting the mud on the bridge. The driver wasn't injured. Several other cars got flat tires.

Police said all three lanes were covered with a mixture of mud and large rocks. All lanes of Spur 408 are closed and will be "for some time", Dallas police said.

A large mechanical sweeper is begin called in from Corsicana.

A Dallas police lieutenant whose husband was killed on the job is the subject of an internal investigation and may face discipline, NBC 5 has learned.

Lt. Regina Smith posted a rap video on her website promising to shoot anyone who messes with her. In the video, she called herself "Lucille Baller," was seen wearing her Dallas police uniform and talks about the police department.

Smith oversees two investigative divisions for the Dallas Police Department.

The video had been taken down as of Tuesday night.

Her husband, Sr. Cpl. Norm Smith, was shot and killed in 2009 while he and other gang-unit officers attempted to serve an aggravated assault warrant.

A Light Show to the Beat of Christmas

Some people decorate their home with a few Christmas lights for the season.

Then there is Marty Pasieka.

Pasieka's front yard in Flower Mound has a 22-foot tall Christmas tree made of more than 4,000 lights. It stands next to 10 smaller Christmas trees that glow red, green and white.

And he's just getting started with the Christmas spirit.

Pasieka has synchronized the lights to blink to the beat of five different Christmas songs. Passers-by can hear the music if they pull up a few yards from the house and tune in to the radio station he's programmed the music to play through.

"This is just my second year doing this so, definitely, the palette is -- there's a lot more on there," he said. "Half empty or half full, definitely there is a lot more that I can do."

Pasieka said he has plans to expand the Christmas display from the current 10,000 lights.

"I have a few ideas," he said.

But he doesn't want to give too many of his secrets away, so Pasieka is keeping his plans quiet.

Meanwhile, his neighbors can't stop gushing about the display.

"My wife and I always pull up and stop," one man yelled out his window, before driving off.

Pasieka said it took him a few months to build the frame to hold the lights, and it takes a few days to program the lights to blink to the beat of the music. The computer work takes more time, he said.

"That takes a lot more time," he said. "You have to separate it by seconds, hundredths of a second, tenth of a second, to kind of look at it and, you know, see what you like, see what it looks like."

Pasieka also put on a light show for Halloween, with one sequence set to "Gangnam Style."

Pasieka jokes that decorating his lawn is just a hobby. His real job? A baggage handler for Southwest Airlines.

If you want to swing by and see the display, the family lives in the 4900 block of Marcus Drive in Flower Mound. The lights are on Sunday through Thursday from 6:30 p.m. to 10 p.m. On Friday and Saturday, the lights are on from 6:30 p.m. to 11 p.m.

Grand Prairie police investigate a shooting in the 2000 block of Clark Trail Tuesday afternoon. Police say a homeowner shot an intruder.

A Grand Prairie homeowner was on the phone with 911 operators when he shot a knife-wielding intruder who was later identified as a neighbor, police said.

It happened about 2:30 p.m. in the 2000 block of Clark Trail. The resident heard a side window shatter and armed himself with a .40 caliber handgun, police said.

The suspect, Gilberto Balderas, 21, was shot in the stomach. He lives just blocks away -- on the same street.

"I'm still in shock," said neighbor Lena Tinajero. "I can't believe it. You know, you don't think, you never never think it's your neighbors -- especially if you know them, so I'm still in disbelief."

Police said the homeowner kept Banderas at gunpoint as officers arrived. Police had to break the glass on the front door to get into the home.

"During the conversation with him, we could hear him yelling, 'You came at me with a knife,'" said Grand Prairie detective Lyle Gensler. "We responded within about a minute and 30 seconds."

Banderas was transported to John Peter Smith Hospital in Fort Worth.

The home is located near Camp Wisdom Road and Lake Ridge Parkway south of Interstate 20.

Garland police are warning shoppers and stores about a group of snatch-and-grab thieves who stole thousands of dollars in merchandise from a department store in just 13 seconds.

Surveillance video shows the three brazen thieves stealing approximately $19,000 worth of watches from the Macy's at Firewheel Town Center on Nov. 5.

Judging by how quickly they got in and out with three turn-style carousels of watches, investigators said they believe the thieves had been casing the store. The watch carousels were chained to a display counter, but the thieves were strong enough to rip them off and take off running, police said.

"This was obvious. These people knew what they were doing," Garland police spokesman Officer Joe Harn said. "They had been in and knew what they were going to do. They were in and out very quickly so, no, this is not the first time they have done this."

Witnesses said the trio got into a green sedan that was followed closely by a white pickup truck.

Study: Ecstasy Party Drug May Help PTSD

New research suggests the use of the party drug ecstasy may be effective for treating the most resistant form of post-traumatic stress disorder when used alongside psychotherapy, the military newspaper Stars and Stripes reported.

A follow-up study conducted by the Multidisciplinary Association for Psychedelic Studies (MAPS) looked at the long-term benefits for participants in a clinical trial conducted more than three years earlier.

MAPS researchers in South Carolina used MDMA, which is more commonly known as ecstasy, during closely monitored 8 to 10 hour long psychotherapy sessions. The earlier research by the California non-profit found that that 83 percent of 20 participants -- including multiple victims of sexual assault and one veteran -- receiving the MDMA-assisted therapy no longer qualified for a PTSD diagnosis two months after treatment, according to Stars and Stripes.

Nineteen patients participated in the follow-up study, with 84 percent showing few to no symptoms of PTSD today, MAPS said. The study's results were published last week in the Journal of Psychopharmacology.

With these new results, the U.S. military is now testing the treatment on military veterans with treatment-resistant PTSD, according to Stars and Stripes. 

The treatment could help the U.S. Department of Veterans Affairs cope with the financial cost of post-combat PTSD. The agency spent about $5.5 billion on PTSD disability payments to some 275,000 veterans in 2011, according to the Stars and Stripes report.

PTSD is debilitating, said San Diego psychiatrist Clark Smith, causing sufferers to re-live their most frightening and difficult experiences.

"With PTSD you not only remember it, you re-experience the original trauma and you really believe your life is about to end," Smith told NBC San Diego.

Smith has done extensive work with post-traumatic stress disorder.

"It's like Groundhog Day and every day is horrible," Smith said.

Treatment can be difficult because many patients simply don't want to face their fears. In fact, every time a patient talks about it, they feel much worse Smith said.

Smith said he's not surprised that the party drug could be an effective treatment because it can give the user a calming, euphoric feeling. That's why Smith said the drug could potentially help patients get past their fears.

"You re-experience the trauma in a different way, it's not so threatening for you, you have a sense of being safe and secure," he said.

Smith said there are potential problems with ecstasy, including addiction. He also pointed out that Valium can be an addictive drug but it is still used as a form of treatment.

"Any doctor will tell you that if the relationship between the risks and benefits is good," Smith said. "The benefits are better than the risks then we want to be able to use it to help our patients."

Firefighters battled an apartment fire in Garland on Monday night.

The fire broke out at the Landmark at Lake Village North apartments in the 3500 block of Bobtown Road shortly after 8 p.m.

The blaze, which may have started in a kitchen, quickly spread to the attic.

About 50 firefighters were brought in to fight the fire, which was contained to a single building with 18 apartments.

No one was hurt.

Power was cut to the entire building, and property managers are moving the 18 affected families to other apartments on the property.

A Hurst police officer has been placed on administrative leave after an "embarrassing" arrest video was published on YouTube.

Officer Disraeli Arnold, a four-year veteran of the department, was caught on camera Wednesday kneeing a teenager in the back of the head while cussing and threatening him.

Kelly Pope said her family doesn't question the arrest of her son, 17-year-old Andrew Rodriguez, but plans to talk to the police department about how her son was arrested. She also said she wants Arnold to turn in his badge.

"I would like that guy off the force, is what I'd like," she said.

After an hourlong meeting with the Hurst Police Department on Monday, Pope and a group of civil rights activists suggested that Arnold be charged with aggravated assault and attend anger management classes.

"We've never seen this kind of aggressive behavior by a police officer against a member of our community," said Carlos Quintanilla, of Action America.

Pope said she knows her son initially was wrong but said that Arnold's actions were excessive.

"He [her son] knows that he handled it badly at first, that he should have been a little more cooperative," she said. "But, you know, the second officer -- there was no reason for it."

A friend of Rodriguez uploaded video of the arrest to YouTube.

"He (Arnold) comes up at a jolting sprint, kneed him in the back of the head and, as you can see on the video, he says, 'If you move I'm going to [expletive] kill you,'" Pope said.

The teen and the officer verbally sparred back and forth while he was taken into custody.

Afterward, Arnold paraded in front of the friend recording the arrest and said, "You got it on tape? Arnold, 654!"

Hurst Police Assistant Chief Steve Niekamp said Monday that Arnold responded to a request for backup from Officer Jimenez.

Niekamp said Rodriguez kept trying to walk away while Jimenez questioned him and eventually shoved the officer. Jimenez then took Rodriguez to the ground, he said.

He said the video appears to show that Jimenez was struggling to get the situation under control.

"There probably was a heightened sense of an officer in trouble," Niekamp said. "Rodriguez should have complied. He had plenty of opportunity before that to listen to the officer's commands."

The department on Monday morning placed Arnold on administrative leave pending an ongoing internal affairs investigation. The department said the officer's actions, including kneeing the teen, swearing and parading in front of the camera are all major concerns.

"This is not behavior that the city of Hurst or the Hurst Police Department promotes or condones," the department said.

"You can't help but be embarrassed -- not only for the officers that work in our department, but for anybody in the law enforcement profession," Niekamp said. "You just expect when an officer shows up, they're going to be in charge. You don't want the foul language, anything that looks like it might be overreaction. You just want to be professional, calm and in control of the scene."

According to a performance assessment and disciplinary file released by Hurst police Monday, Arnold has met or exceeded police standards in nearly every assessment in four years. The department considers qualities such as professionalism, respect and teamwork.

However, on an otherwise good performance assessment, the document noted that in May 2010, "Officer Arnold's enthusiasm may make him overzealous at times, which can cloud his judgment when it comes to policy, procedure and tactics. Sometimes he needs to step back and see the big picture and risks involved."

Hurst police have also confirmed that they are investigating a second complaint against Arnold that was filed by a driver this summer.

Pope said that she is satisfied with the way the police department has handled the situation up to this point. An internal investigation will move forward once Pope files an official complaint, which she said she expects to do Tuesday.

A woman has been arrested in connection with the shooting death of the East Dallas man with whom she lived.

Residents of the Villa De Oro Apartments in the 4800 block of Gaston Avenue reported hearing two gunshots just after 4:30 p.m. on Monday.

Dallas Fire-Rescue crews that responded found 58-year-old Patrick Coleman had been shot. He was taken to a Dallas hospital, where he later died, Dallas police Sgt. Joe Garza said.

Garza said Coleman and a woman he lived with got into a verbal argument that ended with Coleman's shooting. The woman drove away from the scene, but police later arrested her a few blocks away in the 5700 block of Live Oak Street.

Detectives said they are not sure if the couple were married or just living together. Police said that another person who lives in the apartment was taken in for questioning but was not a suspect.

Senior Cpl. Gerardo Monreal said police would not release the suspect's name until she is booked into jail.

Residents in the small apartment complex gathered outside while police detectives collected evidence and took pictures of the crime scene. Apartment manager Nancy Martin said she talked with Coleman earlier in the day when he told her he would have rent for her by Wednesday.

Martin and other residents said they were shocked when they found out about the shooting. Martin said she never had any problems with the couple, saying the woman was always nice and friendly to neighbors.

"She'd give you her right arm," she said. "She's always giving people rides and -- I'm going to be upfront with you -- she's brought me food. If you're hungry, she'll bring you food. They're very nice people. It's shocking. I'm really shocked."

Man Gets Refund After Van Wrongly Towed

A Euless resident got a full refund and a call to make amends from the police chief after his van was wrongly towed from the side of a city road.

John Ingram told the NBC 5 Investigates Consumer Unit that his wife's minivan was towed after she ran out of gas on Fuller-Wiser Road while she was taking two of their children to school.

She called him, and he picked up the children while she walked a few blocks to their home with their toddler in tow. He took the children to school and then went for gas.

In the time he was gone, police ordered the city-contracted wrecker service to pick the abandoned vehicle.

"Our officer, he filled out his paperwork," Euless Police Chief Michael Brown said. "The wrecker arrived. He hands off his paperwork to the wrecker driver, and then he drives away."

Ingram returned to the van with the gas, but the tow truck driver had already hooked up the vehicle.

"I told the wrecker driver that I've got gas, [and] I'd like to get it off the road myself," Ingram said, adding that the wrecker driver told him he couldn't release the vehicle because police ordered the tow.

Ingram's van was towed to the Euless B&B Wrecker lot on Euless Boulevard, right across from the police station.

He had to pay $200 to get the vehicle back.

"I was just stressed out, really, because, you know, we live on one income right now," he said. "We have a tight budget."

But under a city ordinance passed in March, the tow truck operator should have offered Ingram a drop fee.

The ordinance, which was the police chief's brainchild, requires towing companies to offer vehicle owners a drop fee of no more than $100 if they arrive before the car is towed away.

"You can come up and, about the time they're towing it off, you can say, 'Let me pay the drop fee. If you'll drop my car, I'll pay you for hooking up,' or a drop fee," Brown said. "Then you get your car back on the spot."

Brown said the ordinance was designed to free up police resources and help residents avoid paying large fees.

But word of the ordinance did not trickle down to all of the officers.

"I will just say that part of that's my fault," Brown said. "You get good at what you emphasize, and we needed to emphasize to our officers the ins and outs of that ordinance just a little bit better."

The owner of B&B Wrecker said he didn't know about the ordinance. He told NBC 5 Investigates that he did not believe his driver did anything wrong because he cannot independently stop a police-ordered tow. The officer should have stayed at the scene and given permission to release the van, he said.

But the head of the Southwest Tower Operators Association said it's the tower's responsibility to know the ordinances of each city.

"It definitely is," said Tommy Anderson, the association's executive director. "Hopefully, he's communicating with the city and he understands that."

The Texas Department of Licensing and Regulation regulates towers, and a tow operator who fails to follow the rules can face fines.

"They can range from hundreds to thousands of dollars; just depends on what TDLR finds," Anderson said.

Contact information for TDLR that directs people to the state agency if they want to file a complaint should be on every tower's receipt. By law, TDLR could investigate Ingram's case and possibly impose a fine, an agency spokeswoman told NBC 5 Investigates.

Ingram said the information was on his receipt and admitted that the situation had frustrated him.

"I guess I was a little, you know, anxious and maybe, you know, a little rude to them," he said. "But I wasn't there to try to cause trouble. I just wanted to get somebody to cut me a break."

Brown said he understood Ingram's perspective.

"At that point, if I was him, I'd be very frustrated, too," he said. I'd be frustrated with the wrecker service, and I'd be frustrated with the police department."

But the situation could have been avoided if Ingram had called police from the get-go, Brown added.

"If he would've just called and told us that, 'Hey, my car is out of gas. I've gone to get gas, and I'll be back as quickly as I can.' Well, we would have stayed there, held traffic off the car until he could have got there. We would have never called the wrecker, and he could have been on his way with no hassles."

In the end, Ingram said he was impressed that Brown had called him and was relieved to get his $200 back.

The roller coaster that was swept right-side up into the Atlantic Ocean as Hurricane Sandy slammed the Jersey Shore may not be torn down, according to Seaside Heights Mayor Bill Akers. Brian Thompson reports.

A roller coaster swept off a New Jersey amusement pier by superstorm Sandy won't remain as a tourist attraction partially submerged in the ocean.

Seaside Heights Mayor Bill Akers told the Asbury Park Press the town and the owners of the Casino Pier are in talks to remove what remains of the Jet Star Roller Coaster.

The mayor last week told NBC 4 New York that the coaster would make a "great tourist attraction." But he now says that "was not the brightest comment."

Casino Pier officials said they are still assessing the damage.

The mayor said construction of a new boardwalk should begin in January and be ready by Memorial Day.

Meanwhile, homeowners in a hard-hit Long Beach Island community are getting the first look at what remains of their properties.

Holgate is where the Atlantic Ocean met the bay when the storm hit last month. Water rushed under oceanfront homes after breaching vulnerable dunes.

All Holgate residents were allowed to return home as of 7 a.m. Tuesday.

Thousands prepare to turn the lights on in Downtown Fort Worth.

Sundance Square has the Christmas Spirit.

On Friday, Sundance Square hosted the Fort Worth Parade of Lights. Thousands of people crowded the streets to get a look at more than 100 floats decorated with lights.

But the big draw was a big tree. Santa Claus came into town to help light up a 55-foot blue spruce tree from Michigan decorated with ornaments.

Based on reaction from kids in the crowd, the event was a hit.

"We get to see the tree light up, and we get to see, we get to see Santa!" said an excited Kaila Delane of Irving. "It's my first time, but I kind of like it. It's like New York."

Hundreds of people waited in line to pose for a picture with Santa and the tree. Pictures are $7 and benefit charity.

Small business owners are hoping you don't forget the little guy this weekend.

After shoppers flock to the mall and large retail chains on Black Friday, many are hoping customers participate in "Small Business Saturday."

"In order to compete with the big boys," said Suzanne Roberts, who owns her own store, Suzanne Roberts Inc., in Snider Plaza in University Park.

Roberts said she can't offer the big discounts like major stores, but to lure customers into the store, she is offering something.

"Our special is nothing like theirs. At 20% off, that's a big special for us," Roberts said.

Vickie Brown, who owns Love Tennis, also in Snider Plaza, is doing the same thing.

"Right now, we are having a sale. We moved it up just about three weeks. We usually do it just before Christmas, but we thought for Small Business Saturday we were going to offer 75-percent off of past seasons of Stella McCartney and Adidas is 30-percent off," Brown said.

Both women said it's important for shoppers to remember small businesses in order to support the local economy.

They also point out customers won't have to deal with the hassle of long lines and crowded aisles.

"It's so intimate with the customer and we have our clientele base where we get to know the customers one-on-one. So it's not just a come in and shop. We really get to know you," Brown said.

Haltom City Police have located a missing teen unharmed. Keon Tavaras Fields, 18, was located while walking towards his family's former apartment in Fort Worth His family is in the process of moving.

Fields attends Eastern Hills High School in Fort Worth. Police said Fields has been diagnosed with intellectual disability. He is not able to remember numbers and easily gets lost.

Fields' mother says he is on medication to help him sleep. On Saturday, in the midst of moving to their new home at a Haltom City mobile park, she forgot to give him his medication. On Sunday morning, he was gone.

"I can't forget anything, not even one pill, you know one pill makes the difference in whether he's safe or not," said Cindy Ssekitto, his mother.

Now that he is home, Ssekitto admits she needs help in managing her son.

"I love my son, I want to take responsibility for my son, it's just I know he needs help, I definitely need help," said Ssekitto.

This is the second time this month that Fields has disappeared. On November 6, he left his family's home. He was found 24 hours later in the waiting area at Ophthalmology and Associates in downtown Fort Worth. Staff members at the eye doctor's office near Summit and Lancaster avenues contacted police after recognizing him from reports on NBC 5.

More than 5,000 New Yorkers will be hired for temporary government jobs cleaning up after Sandy, officials said Sunday.

About $27 million in federal Labor Department money will finance the cleanup and rebuilding positions in New York City and eight nearby counties, paying about $15 per hour and generally lasting about six months, state and federal officials said.

Separately, the state and the Federal Emergency Management Agency are working to put New Yorkers into more than 700 temporary FEMA jobs, some as administrative assistants and community relations workers.

"This is a neighbors-helping-neighbors effort," state Labor Commissioner Peter Rivera said at a news conference in Red Hook, a Brooklyn neighborhood flooded by Sandy's surge. Gov. Andrew Cuomo called it "a chance to provide young and unemployed New Yorkers with job opportunities cleaning up their communities."

The crisis-turned-opportunity message wasn't lost on K'Reese Cole, one of two dozen or more people who lined up after Sunday's announcement to submit applications at a disaster relief center in Red Hook. So far, more than 800 people from across the state have applied, officials said.

Cole, who's lived in Red Hook all his 32 years, works various jobs in demolition and construction.

"Now I'm trying to work with the cleanup effort out here because we did lose a lot in the community," said Cole, a rapper who also goes by the name Tru Born.

Plus, he said, a government job — even a temporary one — could represent a steppingstone to steady work for him and many of his neighbors in Red Hook. The venerable dock and warehouse area includes one of the nation's biggest public housing complexes, along with artists' studios and accoutrements of urban bohemia.

Some residents of the public housing development, the Red Hook Houses, were without electricity or heat for about two weeks after the Oct. 29 storm.

While the floods have receded and the lights are back on, lingering needs were still visible Sunday in a community where many were struggling before the storm.

A block away from the disaster aid center where the jobs announcement was made, members of the Lighthouse Seventh Day Adventist Church set up a table in a park and served free Jamaican-style stew chicken, rice and peas and other dishes. First Elder Dennis McCurchin estimated 500 people were served.

Back at the disaster center, Mickey Reid submitted a job application and looked with surprised appreciation at the cluster of officials eager to take it.

"The need was here all along," said Reid, 58, a vice president of a tenants' association in the Red Hook Houses. "Since the storm came, these things actually happen now."

Kelly Pope wants a Hurst police officer off the force. 

Pope is the mother of 17-year-old Andrew Rodriguez who says the officer, who identified himself on cell phone video as "Arnold 654," used excessive force against her son.

Describing the YouTube video of the incident, Pope said, "He comes up at a jolting sprint, kneed him [Rodriguez]  in the back of the head and as you can see on the video says, 'If you move I"m gonna [expletive] you up.'

Rodriguez's friend recorded the incident or at least the last five minutes of it and uploaded it on YouTube.

"Sit down.  Shut the [expletive] up.  Don't say nothing else," said Officer Arnold while Rodriguez was still on the ground.

"He's okay," said Pope of her son.  "He doesn't want any part of anything. He's a little embarrassed."

Pope said she'll go to the Hurst Police Department Monday hoping to talk directly with Police Chief Steve Moore about this officer.

"I would like that guy off the force," Pope said.

Hurst Police gave NBC 5 this statement on the matter: 

"This is not behavior that the city of Hurst promotes or condones in any way.  We strive to build a stronger, safer community through our work around the city and will continue to do so through appropriate action.  The incident will be investigated internally."

According to the popular photo-sharing service's blog, Thursday saw more photo uploads in a single day than ever before.

Instagram users combined to upload over 10 million photos on Thanksgiving including a record rate of 226 photos per second at 12:40 p.m., PST.

It more than doubled the total uploaded using the service, which was officially aquired by Menlo Park-based Facebook in September.
