The first pieces of equipment for General Motors' new stamping facility arrived at the Arlington assembly plant Friday.

The first shipment of massive equipment for the new $200 million Stamping Plant arrived from Houston.

General Motors mapped out a special route from Port Houston where the massive equipment was loaded onto a truck and carried 550 miles into Arlington traveling 30mph.

This delivery is the first of four shipments that will complete new 400-ton stamping presses that will press out components of GM's upcoming line of new full-size SUVs.

"It feels great," said Paul Graham Arlington FM Assembly Plant Manager. "This is kind of the first sign, besides the building, this is the first piece of equipment that really shows our $200 million investment and new stamping plant that we're doing."

"Four years ago, we were wondering what the future might hold," said City of Arlington Economic Development Manager Bruce Payne. "General Motors as a company has done a lot turning themselves around, excellent product. I think the community is really proud to have them here." 

Nearly 200 new positions have been created for the new facility that is expected to be finished by the summer 2013.

Bieber Card Aims to Teach Kids Responsible Spending

This month, Justin Bieber begins marketing a prepaid card designed to promote responsible teen spending to his millions of fans.   He'll take to social media to spread his message about the SpendSmart MasterCard from a company called BillMyParents, Inc.

"There's probably no single individual out there that can send this message, that can turn a brighter spotlight on this message, then Justin Bieber," said Mike McCoy, chief executive officer of BillMyParents, Inc.

Bieber, who turned 19 Friday, began his career as a YouTube sensation.  Now he has more than 51 million Facebook friends and 30 million Twitter followers, making him a perfect and powerful front man for any product.  He's joining the ranks of celebrities who have used their star power to promote plastic.  Financial guru Suze Orman, basketball legend Magic Johnson and baseball great Alex Rodriguez have all pitched for prepaid cards.

"Do I see it as really valuable for kids? Not really," said Todd Mark,
Vice President of Education for the Consumer Credit Counseling Service of Greater Dallas.

Mark said he is skeptical whether any prepaid card is the best way to teach teens about financial responsibility, namely, he said, because prepaid cards can be riddled with fees.

"If you're depositing $50 and you're paying a buck-50 every time you deposit $50 into an account.  That's horribly inefficient and not cost effective," Mark said.

Prepaid cards may charge consumers to load money on the card, withdraw cash and check their balance.  There are monthly fees as well. For the A-Rod-endorsed Dynasty prepaid Visa RushCard, the monthly fee is up to $9.95 a month.  Magic Johnson's prepaid MasterCard Magic Card has a monthly fee of $4.95.  Suze Orman's Approved Card charges $3 a month.  The SpendSmart MasterCard that Bieber will endorse has a monthly fee of $3.95.

However, McCoy said the SpendSmart card has lower fees than others.  He also said fees for adding money to the card can be avoided if a parent sets up a monthly or bi-weekly automatic deposit schedule.  Plus, there are features of the SpendSmart card that offer parents peace of mind, differentiating it from others in the market.

 "Every time a teen swipes the card both the parent and teen receive an immediate text that tells them how much was spent, where it was spent and what the balance is on the card," McCoy said.

Parents can lock and unlock the card if it's lost or if a parent wants the child to stop using it for any reason.   And it's blocked from use at certain places.

"If the teen were to attempt to use the card at a packaged liquor store, at something coded adult entertainment or at a casino, the card doesn't work," McCoy said.

Fast-Growing Market

The prepaid card industry is a fast-growing market.   According to the Mercator Advisory Group, an independent research and advisory services firm, in 2005, $2.7 billion were loaded onto these cards in the United States.  By 2011, that number grew to $56.8 billion. Mercator's preliminary estimate for 2012 is that $76.7 billion were loaded onto these cards.  And by 2015, that number is projected to reach $168.4 billion. That's a compound annual growth rate of 31 percent.

According to an Aug., 2012 study from the Philadelphia Federal Reserve, prepaid cards are short-lived, typically active for six months or less and ATM surcharges can account for between 15 and 40 percent of cardholder costs. 

But for some consumers, experts said, prepaid cards are a good option.

"For many adults it's very cost effective, as opposed to alternatives they may be looking at," said CCCS's Mark.  "It's a particularly good product for the unbanked and those who don't, for whatever reason, they a have relationship with a legitimate financial institutions or they're afraid of the fees of having a bank account."

Plus, Mark said sometimes paying with plastic is necessary, especially when it comes to online purchases.  

For parents interested in prepaid cards, experts said it's best to shop around and look for cards with low fees.

But for teaching teens about smart spending, Mark said he believed there may better options.  He said firstly, parents and kids have to have open conversations about finances.  Then he said he would recommend sticking with cash or having parents ask their banks about fee free options.

That's what Stephanie Cole did for her 16-year-old son Farley Morris.  She said she wanted the perks of a prepaid card without the fees so she went to her bank.

"When they came up with the no-fee option, I was like, 'That's what I want,'" Cole said. 

She gave Farley what's called a high school account.  It's his own account, with his own debit card, but it's linked to her account.  This way she can monitor his account and deposit money into it whenever he needs.  Plus, there are no fees and when Morris works summer jobs he can have direct deposit.

One benefit, according to Cole, there's no overdraft protection.  If Morris tries to spend money he doesn't have in the account, the purchase is denied.

Morris said that's happened before.

"It's extremely embarrassing," Morris said.

But Cole said it's teaching him a valuable lesson about money.

"He's run up against the real world of budgeting," she said, adding that it provides freedom while teaching him about the world of plastic purchasing power.

"East Coast Rapist" Receives More Than 3 Life Sentences

The man known as the East Coast Rapist was sentenced Friday to three terms of life in prison plus 80 years.

Aaron Thomas of Connecticut pleaded guilty in November to two counts of rape and three counts of abduction for a Halloween 2009 attack on three teenage trick-or-treaters in Prince William County. Thomas forced the trick-or-treaters -- two of whom are now in college -- into the woods and raped two of them over the course of about an hour. He had a cigarette lighter that was a replica of a gun, Prince William County Commonwealth's Attorney Paul Ebert told News4. One of the victims was able to text her mother, who called police. Thomas fled when he heard sirens, Ebert said.

At sentencing Friday, Thomas gave a statement referring to himself as "totally blameworthy," News4's Erika Gonzalez reported. He also described what he called an "uncivilized" childhood.

Doctors testified that Thomas is not insane nor incompetent but suffers from a sexual deviance disorder, Gonzalez reported. They said he told them he knew what he did was wrong and did not want the charges dismissed but hoped he would get out of prison in time to take his son to a ballgame.

Two of his victims testified that they forgave Thomas and prayed he would be cured of his sickness, Gonzalez reported. But the mother of another victim said her daughter hasn't been the same since the attack.

Thomas also pleaded guilty in November to rape and abduction charges in Loudoun County for a rape in 2001 at a Leesburg apartment complex. He faces multiple life sentences that case as well.

Thomas's behavior and mental status was an issue in court, if not an issue raised formally in the trial.

Ebert called Thomas's behavior "erratic from the start." In custody, Thomas has repeatedly cut his wrists and smeared his blood on the walls of his cell. He has claimed he had an alternate personality -- Erwin.

However, the prosecution's mental health expert had found Thomas was either "feigning or greatly exaggerating" symptoms. His attorneys had notified the court that sanity would not be raised as an issue.

Police used DNA evidence to link Thomas to 17 attacks dating to 1997 from the D.C. area to Connecticut, including attacks in Fairfax and Prince George's counties.

The tip that led to his arrest came from Prince George's County.

In a story published in The Washington Post, Thomas acknowledged that he was the East Coast Rapist, saying, "I don't think I'm crazy but something is wrong with me."

A California beauty queen has claimed she was a potential victim of a man charged with raping a woman he met on a Christian dating website.

Sean Banks, 37, of Del Mar, is accused of raping a woman he met through ChristianMingle.com in November.

And now, a contestant in the Miss California 2012 pageant claims Banks threatened her while out on bail.

"He was aware that I had evidence and he started intimidating me from that point not to talk to police," Victoria Kinney said.

Banks faces a number of charges including rape by force, digital penetration by force and residential burglary in connection with an alleged attack in La Mesa more than three months ago.

In that case, a La Mesa woman told police Banks arrived at her home on Nov. 12, was sexually aggressive toward her and ultimately raped her. Banks was arrested by La Mesa police on Feb. 11.

"This woman is alleging that he pushed the boundaries and attempted to have sexual intercourse with her against her will. We think when you see all the facts that will prove not to be the case," said defense attorney Gretchen von Helms.

Banks, a graduate student of Pepperdine University and a former Lt. JG in the U.S. Navy, appeared in an El Cajon courtroom Friday to face two additional criminal charges.

One of the charges involves a date rape allegation from 2009 and the second charge involved dissuading a witness, or threatening a witness not to talk with police.

Kinney, Miss Irvine-Orangewood in the 2012 Miss California pageant, said she met Banks through the ChristianMingle website.

Banks used an alias in their communication, said Kinney's attorney, Daniel Gilleon.

Investigators said Banks has been known to use several aliases online including Rarity, Rylan, Rylan Butterwood and Rylan Harbough.

The beauty queen said Banks was very charming at first but then he made comments that she took as threats.

"I didn't listen to my instincts," she said. "In those instances and looking back, I absolutely should have."

"We discussed meeting for lunch when I returned and when I returned, he called me to let me know he had been arrested for rape," she added.

Gilleon said his client was terrified, but wanted to testify about her experience to support other possible victims.

"She's a Christian woman. She believes it's her duty at this point to come forward, share her story generally and ask other women to come forward," Gilleon said.

He said the comments made by Banks to Kinney were "clearly threats."

As a result, Judge Charles Ervin approved on Friday a protective order banning Banks from having contact or getting within 100 yards of Kinney.

Banks was taken into custody on a "no bail request" on the new charges even though he had posted $500,000 bail on his previous charges.

Judge Ervin called it a unique request and told defense attorneys he had never seen the situation in 25 to 30 years.

Von Helms said she and her co-counsel Jan Ronis had no time to review the additional charges and asked for a bail review early next week.

"Anyone would feel terrible about these types of allegations and he certainly does," Von Helms said of Banks.

"This young man -- he's a Ph.D. candidate. He's a college graduate. He served in the military. There are a lot of good factors about him that will come to light as we proceed in this case," she said.

A preliminary hearing is scheduled for March 26.

A door-to-door salesman selling home fire alarms noticed smoke coming from a Garland home, heard a woman screaming and broke a window to rescue her.

Kaeriel Evans, 18, who has Down syndrome, was inside by herself when the blaze started in the 1600 block of Homestead Place at about 6 p.m.

"I heard this lady yelling, 'Help, help,'" said Corey Anderson, of Rowlett. "I looked down and saw the smoke so I took off running, and -- reaction -- I just started kicking in the windows."

He tried to find her but couldn't at first.

"As far as I went in, I couldn't see nothing," Anderson said. "It was just smoke."

Then, he heard her voice again.

"I heard somebody say, 'Help me, help me,' so I pushed over an entertainment center and kind of went in there and saw the girl and I told her, 'Drop down and come to me.' And she did. And I got her out."

Anderson sells home security systems that include fire alarms, he said. He hadn't yet made it to her house when he saw the smoke and flames.

Evans was transported to Parkland Memorial Hospital with smoke inhalation and minor burns but was expected to recover.

Soon, Evans' brother arrived home.

"When I saw the house burned up, that's the first thing I asked about -- where is my sister?" Kavaucey Lewis said.

Lewis, 20, said he lives in the house with five siblings and their mother.

He quickly learned about her rescue and thanked Anderson.

"I just told him how much I appreciate it because my sister is my heart," he said.

Anderson was humble about what he had done.

"I'm glad I was here and could help," he said. "I really do wish if that was my family, somebody would do the same thing."

Evans said he couldn't thank Anderson enough.

"He went in there and, you know, he's a hero," Evans said. "He went above and beyond."

Anderson said the word "hero" doesn't fit.

"I don't feel like a hero," he said. "I just feel like, I mean, it was reaction. At the time, I just went with my instincts."

Firefighters are investigating how the fire started.

The Dallas Independent School District Board of Trustees voted Thursday night to use $4.5 million to upgrade security across the district.

DISD Police Chief Craig Miller said the shootings in Newtown, Conn., triggered the district to take a closer look at campus security.

Since then, a task force has been looking for better ways to keep students safe.

"Our kids are safe," Miller said. "That's what this is all about. We want people to think we recognize there's problems, we realize those problems and we're going to make improvements on those problems."

The board unanimously voted to use $4.5 million from a 2008 bond to make the changes.

Security upgrades will include:

  • Additional security cameras at secondary campuses
  • Electronic door-strike buzzers, eight-camera digital recorder systems, card-reader systems at all elementary campuses
  • One-way observation portals in every portable in the school district

"The additional security measures will be a great benefit to every student and every employee working at our schools," said Lew Blackburn, board president. "When students walk into our schools, we want them to feel safe, and we want parents and community members to know that we are doing everything possible to make our campuses secure. This is the right thing to do."

"The board should be commended for their actions tonight," Superintendent Mike Miles said. "Student and staff safety is always our top priority, and this decision supports our efforts to establish and maintain a positive learning environment."

Some of the improvements will be implemented immediately, and all will be in place by the beginning of the 2013-2014 school year.

The Texas Department of Public Safety is signing up Texans in record numbers to be organ and tissue donors.

A heart-shaped donor log is embedded on the donor's license or ID card -- legal proof of the person's consent to donate his or her organs. The person's family cannot revoke the decision.

"When we first started the registry, we couldn't get 50,000 registered in a year," said Pam Silvestri, Southwest Transplant Alliance spokeswoman. "And we got triple that in 30 days in January."

In January 2013, 152,000 people registered to be organ and tissue donors, more than the two previous January totals combined.

Silvestri said it is good news for the more than 11,000 Texans waiting for potentially life-saving organs.

"For the people waiting for organs, this is showing them that Texans want to give and they didn't think that before, they didn't understand it," Silvestri said. "And now they get that Texans want them to live, and that's exciting."

The surge in donor registrations is the result of a simple question DPS clerks are now required to ask of all applicants: "Would you like to be an organ donor today?"

Although Texans can join the registry online through the Donate Life Texas website, most people won't ever take the time to do that. But everyone has to visit a DPS office at some point to apply for, renew or replace their identification.

DPS also now includes sessions on organ donation during training for new hires. Employees get to meet people who've received life-saving organ transplants from donors who registered through DPS.

"It really puts a little bit of a personal spin on it for those technicians," DPS spokesman Trooper Lonnie Haschel said.

"I think we'll see more lives saved because of it, and that's really the bottom line," Silvestri said. "If more people are registered and more organs are available, more transplants are going to happen and less people are going to die waiting."

Family Sees Up Close Henrietta Lacks' Contribution to Science

Henrietta Lacks has saved a countless numbers of lives, and that was after she died from cervical cancer in 1951.

More than six decades ago, cells from Lacks' body became the first human cells to ever flourish in a lab.

Her descendants on Thursday visited the City of Hope National Medical Center in Duarte to see close up the impact their ancestor's contribution continues to make.

Lacks was 31 years old when she died. At the time, she had no idea that her cells would be harvested for research.

Dr. Linda Malkas, of City of Hope, launched her career studying what are known as "HeLa" cells, a name with a nod to their origin. On Thursday, she gave Lacks' relatives a tour of the lab.

Lacks' son David and granddaughter Kim flew to Los Angeles from Baltimore, and were eager to learn more about the legacy of their long lost relative.

Kim Lacks said she is proud "to know that the same blood tissues they're using for this research is actually flowing in (my) body."

David Lacks was 4 years old when his mother died.

"I have heard she was a giving person, she was a loving person," he said. "So, I'd imagine she would've given her cells to science."

Since 1951, HeLa cells have helped in creating the polio vaccine, chemotherapy, cloning and in-vitro fertilization.

In 2010, journalist Rebecca Skloot wrote a bestselling book about the history of experimentation on African Americans called "The Immortal Life of Henrietta Lacks."

Doctors treating Lacks' cancer gave a sample of her tumor to Dr. George Gey, a researcher at John Hopkins Hospital. He had until then been searching in vain for cells that would live indefinitely in culture so researchers could experiment on them.

Lacks' cells did just that.

Neither Lacks nor her relatives knew this had happened.

"These cells are not just important for research in the United States, they're used around the world," Malkas said.

Malkas and her colleagues are using HeLa cells to develop possible cancer fighting therapies. She told the Lacks that their mother and grandmother is the ultimate example of how we're all connected.

Conn. Firefighters Arrested for Sex Slavery: Police

A current and former firefighter from the West Haven Fire Department were arrested, accused of forcing a 12 year-old boy into sex slavery in Vermont until he was 25, according to a spokesman for the West Haven Police Department.

Vermont State Police arrested Frank Meyer, 39, and  Brett Bartolotta, 42, in Ludlow, Vermont on Wednesday after a sting operation in which the victim wore a wire.

Police said the firefighters bribed the boy with money and gifts since 2001 to get him to perform sexual favors.

The victim had been in a sexual relationship with the two men for the past 12 years, police said.

Meyer is currently a volunteer firefighter for the West Haven Fire Department at Engine 23 and a 911 dispatcher for the city of West Haven, Fire Chief James O'Brien said.

He has also been involved with the explorer program, a department program for youths and photos online show him standing in front of Explorer Post 3.

The Engine 23 company has been shut down as a precaution, officials said.

Bartolotta was a former volunteer firefighter for the department several years ago and lives in Cavendish, Vermont, according to O'Brien said.

Meyers and Bartolotta are charged with aggravated sexual assault and slave trafficking. Their bail is set at $50,000 and both are being held.

They each pleaded not guilty in court Thursday.

Two weeks ago, two volunteer firefighters from Coventry, Conn. were arrested, accused of having sexual relations with members of the junior firefighter program, a program for teens between 14 and 17 years of age.

Joseph Michael Carilli, 55 of Coventry, the department's training officer, was charged with sexual assault in the second degree and risk of injury to a minor. No court records are available on Carilli's next court date.

Joe Fragoso, 35 of Coventry, a second lieutenant, was charged with second-degree sexual assault.

Fragoso is due in court on March 21.

Some Arlington, Fort Worth Schools Miss Safety Drills

The Fort Worth and Arlington independent school districts are reviewing their emergency procedures after an NBC 5 Investigates learned some schools had been missing required safety drills.

Lamar High School in Arlington had a security situation involving a report of a gun on campus that put the school on lockdown Jan. 15.  Through an open records request, AISD documents revealed the school hadn't conducted any lockdown drills this school year in the four and a half months before the January incident.  Lamar's first drill of the school year was actually scheduled for the same day the gun scare happened. 

"They did have a real incident.  Fortunately staff at the school was great, was responsive," said AISD spokeswoman, Amy Casas.

A directive issued to Arlington principals at the beginning of the school year said two lockdown drills needed to be completed during the first 12 weeks of school, but records show 13 Arlington schools held only one lockdown drill in that time frame.

Lamar had none.

"I think it's just the fact that there's a lot going on at a large high school.  I don't think it was necessarily the staff doesn't see security as something that's important for them to do at that campus," said Casas.

State guidelines recommend two security drills every semester.

"You don't want to be the school that hasn't planned and trained to the plan and drilled to the plan because lives are dependent on everyone knowing what to do," said Victoria Calder, director of the Texas School Safety Center.  

The center plans to update its guidelines and recommend schools hold a security drill once a month.

NBC 5 Investigates also found schools missing drills in Fort Worth. 

Records obtained by NBC 5 Investigates show the district is not certain if 34 Fort Worth ISD schools conducted all required fire drills in fall.  Another 23 schools did not turn in paperwork showing whether tornado drills were conducted.

The records show Morningside Middle School did not practice a lockdown drill this fall or hold any fire drills in the first semester either.  Schools are supposed to conduct a fire drill once a month.

"We have been talking with that principal and that principal now understands that has to be done," said FWISD spokesman, Clint Bond.

At Jo Kelly School, the Fort Worth school district can't say if a lockdown drill happened this fall.  Drill records were not turned in to the district to report the drill.

Going forward, FWISD said they'll be holding the principals accountable for missed drills and missing records. 

Fort Worth has built a high tech command center to spot trouble and manage a crisis and the district created an online video teaching emergency plans.

Experts told NBC 5 Investigates any school plan is only as good as how often you practice before the real thing.

"A lot of those plans look good on paper, but when you drill it, it doesn't translate into real action," said Calder.

The Dallas Independent School District recently put out a stern reminder to principals after NBC 5 Investigates first reported 64 Dallas schools did not conduct the number of required fire drills last year.

One Dallas school held no security drills this fall and drill records are missing at more than 30 schools.

The district promises to keep a closer watch.

"Now I feel a lot better after what you guys have come forward and told us that forced us to look at our records and record keeping and to let us know how in compliance we are and those that aren't," said DISD Police Chief Craig Miller.

NBC 5 Investigates also obtained records from the Irving Independent School District.  All Irving schools did one lockdown drill and one shelter-in-place drill during the 2011-12 school year, but there were five schools that skipped at least one fire drill. 

In a statement to NBC 5 Investigates, Irving ISD states, "Beginning immediately, the district's internal auditor will now begin inspecting Fire Drill Reports to ensure compliance."

The superintendent has also ordered the security department to start keeping track of all drills each month to make sure they happen.

The Dallas Police Department has canceled an Amber Alert for a 6-year-old boy.

An Amber Alert was issued Wednesday night for Marquis Drawhorn Jr., 6, who was believed to be with his father, Marquis Drawhorn Sr.

A 911 call was received regarding a major disturbance at 906 Emberwood Drive at about 5:56 p.m.

The caller stated that a man was involved in a disturbance with his ex-wife. The witness continued to state that the man had a knife and threatened to kill family members and himself. The witness added that the man left the location in the witness' vehicle with Drawhorn Jr. 

Dallas police said Drawhorn Jr. was found safe with no injuries with a female friend.

The boy's father barricaded himself at 8020 Rothington Road until he voluntarily surrendered to authorities.

The Dallas Police Department reports that Drawhorn Sr. is in police custody.

Child abuse detectives are investigating the case.

Initial reports from Dallas police stated that authorities believed Drawhorn Sr. sexually assaulted the boy's mother and then took the child; Drawhorn Sr. was also initially believed to be armed with a knife and threatening suicide.

In a rare display of emotion, Santa Cruz Police Chief Kevin Vogel teared up on Wednesday, less than a day after two of his officers were killed in the line of duty - the first such occurrence in city history.

He described the awful predicament of being an agency in  mourning, and one investigating just how and why Jeremy Goulet, 35, would have killed two officers who showed up at his North Branciforte Avenue home on Tuesday about 3:30 p.m. on his doorstep. The officers killed were: Sgt. Loran "Butch" Baker, who had been with the department 28 years, and Det. Elizabeth Butler, who had been with the department for ten.

"We have never experienced this before," Vogel said. "There's  absolutely no words for me to adequately stand here before you and describe  what my department's been going through since yesterday afternoon."

Baker had a "tenacious appetite to find the truth," Vogel said, adding that he was once Baker's partner.

"He was my most skilled investigator, Vogel added. "I consider Butch not only to be my coworker but he was also my  mentor, and my friend," Vogel said.

He said Baker acted as a mentor to young officers throughout his career, and that many of those people had surpassed him in rank.

Baker, a 1979 graduate of Bellarmine Preparatory School in San Jose, leaves behind a wife, Kelly, two daughters, Gillian and Ashley, and a son, Adam, who was a community service officer for the police department.

The Santa Cruz Sentinel reported that Baker worked at UC Santa Cruz with Executive Vice Chancellor Alison Galloway, a noted forensic anthropologist, on several notable cases including the still-unsolved case of Pogonip Jane, a woman whose remains were found in Santa Cruz's largest greenbelt in 1994.

Butler was a Los Angeles native and graduated from Bishop Montgomery High School in Torrance in 1992. She then attended UC Santa Cruz and earned a degree in community studies and ended up staying in the beach side city, where she lived with her partner, Peter, and two young boys ages 5 and 1.

She wrote her senior thesis on her experiences working with young Latinos, according to UC Santa Cruz's website. She attended the Evergreen Police Academy in San Jose in 2003 before joining the Santa Cruz police.

Vogel said she had developed a niche in the area of sexual assault, and was very experienced investigating those cases. "That's the type of case that she was investigating yesterday when  this tragedy happened," he said.

Before that, she had worked as a patrol officer, hostage negotiator, and an agent assigned to the Santa Cruz County drug task force.

The two had no reason to believe that Goulet would have been so distraught and homicidal when they approached his house after a former coffee shop employee alleged that he had sexually assaulted her, according to Santa Cruz County Sheriff Phil Wowak.

"They had done this thousands of times," he said at a news conference on Wednesday. "They were just doing their jobs."

None of the 94 sworn Santa Cruz police officers were at work on Wednesday; the city gave them time to grieve. "We've asked them to take the time they need to repair their  agency and develop the internal strength to come back and continue to serve  you as they have the past 150 years," Sheriff Wowak said. 

Sheriff's deputies and the California Highway Patrol were protecting the city. The officers are expected to return to work on Thursday.

Security Increases as Highland Park HS Reopens

Students head back to Highland Park High School Thursday morning under tighter security and the watchful eyes of the Federal Bureau of Investigation.

Highland Park High School in University Park was dismissed early on Wednesday after .22 caliber bullets were found in a boys bathroom. No weapon or note was found with the bullets.

The school district at first said that a box of .22 caliber shells was found but later described them in a message to parents and staff Wednesday night as a "handful of .22-caliber bullets."

On Wednesday, the school closed all but front doors on Emerson Avenue and the student entrance on Westchester Avenue in wake of the threatening note found on Tuesday. Thursday, students will again only have these entrances to the building.

FBI Joins Investigation Into Highland Park Threats

The FBI has joined the investigation into the shut down Highland Park High School after bullet casings were found in a bathroom at the school Wednesday.

Because the bullets and previous incidents including threatening notes were found in bathrooms, restroom access will be restricted.

"Students will only be allowed to use restrooms during passing periods. Those who need access to restrooms during class will be escorted by a staff member," Principal Walter Kelly said.

Students said they understand the reasons for the changes.

"It seems kind of funny having a teacher escort you to the bathroom, but I get why they're doing it, and I think they're doing the right thing," Katie Crow said.

Kelly said in the statement that the school and law enforcement have determined that there was no legitimate threat to public safety on Wednesday.

The FBI and University Park police are investigating the incident.

Investigators gathered surveillance video from the bathroom where the bullets were found and interviewed several people.

No one has been charged in the incident.

Decision to Dismiss

Initially, school officials said students were not going to be dismissed and would be held at the school. One student was taken into custody by University Park police and returned to school after trying to leave campus. Police said the student is not connected to the bullets or the previous notes and was told to leave campus by his or her parents.

At 12:30 p.m., a decision was made to dismiss students at different times by grade level.

School officials released the following statement to parents Wednesday:

"We want to thank parents, students and faculty for their cooperation and understanding. Safety is always our top priority. HPISD will continue to update parents, students and staff through its emergency text-message system, email, and posts on the district website."

Parents waited outside the school Wednesday morning for their children. Many received text messages from their children.

"He was communicating for a while, back and forth," Michelle Bardwell said. "He didn't know what was going on. He said just that they were on lockdown, sitting on the floor."

String of Security Scares

The incident is the fifth security incident on campus in the last month. The campus was dismissed early Tuesday after a threatening note was found on campus. In January, classes were dismissed early twice after three threatening notes were found in a boys bathroom on consecutive days.

The box of bullets was not found in the same bathroom where the previous notes were found. If the incidents are connected, the person responsible could face felony charges.

While students' safety is the utmost priority, it is imperative to continue with classes, Kelly said in his statement. The high school will be on its regular schedule Thursday and will have an increased police presence.

"They're just trying to make everyone feel safer. And I sort of felt safe today, but just the fact that there were police and SWAT and lockdowns -- I was still really scared, so I think tomorrow it will make everyone feel better," student Alex Cornett said Wednesday.

Woman's Remains Found in Bags in the Bronx

A woman's body parts were found in suitcases and plastic bags strewn throughout a Bronx neighborhood early Tuesday by a man and his 12-year-old son walking their dog, law enforcement officials said. Ida Siegal reports.

A 23-year-old man was charged with murder and his friend arrested on lesser charges in connection with the gruesome killing of his mother, whose body was cut up with a power saw and scattered in bags throughout their Bronx neighborhood, law enforcement officials tell NBC 4 New York.

Both men have admitted to chopping up the body and using a shopping cart to dump the parts along the curb in Morrisania, but each is pointing the finger at the other for killing the mother, 45-year-old Tania Byrd, law enforcement officials said Wednesday.

Bahsid McLean, 23, has been charged with second-degree murder, police said. He and William Harris, 26, are both charged with unlawful dissection of a human body, among other charges. They were in custody and lawyer information was not immediately available.

Law enforcement officials tell NBC 4 New York that McLean has photos of himself cutting up the body.

Officials say the two men tell different stories. The son says he left the apartment he shared with his mother at about 3 a.m. Monday to go to the ATM. When he returned, he has told investigators, his friend had stabbed Byrd to death and threatened to kill him and his 6-year-old brother if he didn't help get rid of the body.

His friend, meanwhile, has told investigators that the son told him he killed his mother, and showed him a photograph of her, dead, asking for his friend's help in disposing of her corpse.

The two suspects agree that they went to a Bronx hardware store to purchase supplies for the job, including a power saw and gloves. Investigators say there are bloodstains at the apartment, and that it appears someone tried to clean up the mess with bleach.

An empty power saw box was also found there. The saw was found at the apartment of the friend's girlfriend, officials said.

Law enforcement officials say the pair cut up the body on Monday night and dumped it around 9:30 p.m. Surveillance camera video shows the son in the apartment building lobby, leaving the elevator with numerous bags, and then video outside the building shows two men wheeling away a shopping cart.

Officials say a man walking his dog along 158th Street in Morrisania early Tuesday morning came upon a plastic bag of what he thought were books. As he moved to open the bag, he noticed a vehicle circling the block and became nervous, so he took the bag around the corner and looked inside, finding two hands and a shoulder.

He sent his son to call police and continued walking the dog. About two blocks away on Eagle Avenue he and the dog came upon a suitcase, and the dog sat down next to it. The man opened the suitcase and found a woman's torso, wearing a bra, according to law enforcement officials.

Responding police found a plastic bag further down Eagle Avenue that contained a leg and a foot, and then nearby on Cauldwell Avenue, they found a black suitcase with a leg and the woman's head.

People who knew Byrd were stunned about the grisly killing.

"Every time you see her, she would have a smile on her face," said neighbor Chastity Agosto. "How could a son do that to his mother?

The family of the man accused in the shooting deaths of former Navy SEAL and best-selling author Chris Kyle and Chad Littlefield at a gun range in Glen Rose on Feb. 2 released a statement Tuesday.

Eddie Ray Routh, of Lancaster, is still in the Erath County Jail, he's being held on a single count of capital murder and two separate murder complaints. Police say the Marine reservist, who served in Iraq, shot and killed Kyle and Littlefield.

His mother, Jodi, released a new picture of her son (above) and a statement through Routh's lawyer:

Raymond and I want to express our deepest condolences to the Kyle and Littlefield families. We are incredibly heartbroken for your loss.

We wish we could thank Chris Kyle for his genuine interest in helping our son overcome his battle with Post Traumatic Stress Disorder.

We want others with PTSD to know their struggle is recognized and we hope his tragedy will somehow help in getting greater care for and assistance to those in need

No words can truly express the sorrow we feel for the Kyles and Littlefields, their extended family and friends. Our thoughts and prayers continue to be with you all.

Routh's attorney says that just days before the fatal shootings, Routh was discharged from the Dallas VA Hospital despite the objections of his family. He was reportedly in the hospital receiving care for mental health issues.

The U.S. military confirmed that Routh was a corporal in the Marines from June 2006 to January 2010. He was deployed to Iraq in 2007 and Haiti in 2010. His current duty status is listed as reserve.

Routh is being held on $3 million bond and is on suicide watch.

Gas prices are continuing their steady climb, with customers at one Dallas station paying the same price as drivers in California.

Regular unleaded at the Shell station at Maple and McKinney avenues was going for $4.19 per gallon on Tuesday night.

While prices are going up very quickly, the gas station is one of the most expensive places around to fill up. Most drivers in Dallas-Fort Worth are seeing prices of about $3.69.

But prices have risen nearly 50 cents per gallon since the first of the year.

Experts now expect prices across the country to rise another 20 cents per gallon before peaking at just below $4 per gallon late next month.

There are a lot of reasons for the increase -- everything from refineries switching over to the more expensive summer blends to the fact that some refineries are shut down for maintenance.

The government says there is a growing gap between the price of crude and wholesale price of gasoline.

Man Who Carved Pentagram on Son Faces Hearing

The man who admitted in a 911 call that he carved a pentagram on his 6-year-old son's back faces a court hearing Wednesday in Fort Worth.

A North Texas grand jury indicted Brent Troy Bartel on Monday for aggravated assault with a deadly weapon. He could face up to 20 years in prison if found guilty.

Bartel remained jailed Wednesday on a $500,000 bond.

"Shed Innocent Blood" on "Holy Day"

Just after midnight on Dec. 21, 2012, officers were dispatched to a home in the 3700 block of Ruth Road after Brent Troy Bartel, called 911 and said: "I shed some innocent blood."

A Richland Hills man called 911 and told the operator that he had carved a pentagram on the back of his 6-year-old son, police say.

Brent Troy Bartel was arrested and charged with assaulting his son after he carved a pentagram into his 6-year-old son's back. Bartel was previously arrested in 2007 for bizarre behavior.

When the dispatcher asked what the man meant by that, the man replied: "I inscribed a pentagram on my son."

The dispatcher asked why, and the man said: "It's a holy day."

At the same time, the child's mother called 911 from a neighbor's home and said her husband was hurting their child.

Officers arrived at the home and found the child cold, standing in only pajama pants with a large pentagram carved into his back. The carving covered most of the boy's back, police said.

Officers wrapped the boy in a jacket and turned him over to paramedics.  The child was transported to Cooks Children's Hospital for treatment.  Child Protective Services and a crime victim liaison are working with the boy and his mother.

Police said Wednesday afternoon that the carving wasn't deep enough to require stitches and that the child is expected to physically recover.

At the scene, officers also recovered a box cutter they believe Bartel used to make the carving.

Bartel was arrested and charged with aggravated assault with a deadly weapon-family member.

The father's call to 911 was placed at 12:10 a.m., just minutes after the day 12-12-12 began.

It is not clear what Bartel meant by calling Wednesday "a holy day."

However, Catholics celebrate the Feast of Our Lady of Guadalupe on Dec. 12. And the Dec. 12, 2012, date, along with Dec. 21, 2012, has draw attention from numerologists and those concerned with doomsday prophecy.

Bartel's bizarre behavior has landed him in jail before. He was arrested in 2007, according to the Lancaster New Era. Bartel had been in court to fight at $25 traffic ticket for an illegal turn. Bartel approached the judge, turned over his drivers' license, and proclaimed he's done as a truck driver. He then tried to punch the police officer who gave him the ticket.  It took three officers and an attorney to wrestle him to the floor.

A Georgia man remains in custody after US Marshals say they discovered 75 pounds of marijuana in his luggage at Dallas-Fort Worth International Airport.

Federal officials arrested Adrelos Waters on Friday as he tried to catch a connecting flight at the airport.

DFW Police questioned Waters after receiving a tip from McAllen Airport.

Waters was arrested for possession of marijuana in Fulton County, Georgia in May of 2011.

Manhunt Widens in Vegas Strip Triple Homicide

Homicide investigators have identified an ex-con as a "person of interest" in last week's triple homicide on the Las Vegas strip.

Ammar Harris, 26, was wanted in connection with the Thursday shooting on South Las Vegas Boulevard and Flamingo Road.

Tineesha Lashun Howard, also known as Yenesis Alfonzo, 22, from Miami, was identified as being inside of a black Range Rover at the time the shots were fired, police said.

Howard is 5 foot 8 and weighs about 120 pounds. She has green eyes and dark hair. She's listed as missing and police believe she is in danger.

Police released her most recent mug shot and photographs depicting the suspect with Howard.

Police said Howard has a criminal history that includes arrests for soliciting prostitution, trespassing, possession of a stolen vehicle, and grand larceny.

A manhunt has widened to southeastern U.S. states for Harris, a former resident of South Carolina and Georgia.

He was convicted in Atlanta in 2005 of marijuana possession. He was arrested in Miami in December on a reckless driving charge, according to public records.

Harris also was arrested in June 2010 in Las Vegas on pandering, kidnapping, sex assault and coercion charges stemming from allegations that he was a pimp. He sometimes goes by the name Ammar Asim Faruq Harris.

Investigators believe Harris was the driver and the gunman who fired shots from a black Range Rover SUV into a Maserati, killing an aspiring rapper and causing a crash and explosion that killed two people when a taxi exploded in a fireball before dawn Thursday at the heart of the Strip.

"We have him identified," Las Vegas police Capt. Chris Jones told the Associated Press. "Now the focus is on locating and apprehending him. We're getting help all over the place."

A SWAT team didn't find Harris at his home after the SUV was found parked Saturday in the garage of a gated apartment complex a couple of blocks east of the Strip.

The SUV had been sought as the getaway vehicle in the shooting and six-vehicle, chain-reaction crash on Las Vegas Boulevard near the Bellagio, Caesars Palace, Bally's and Flamingo resorts.

Kenneth Wayne Cherry Jr. was mortally wounded when the dark gray Maserati he was driving was peppered by gunfire from the SUV. Taxi driver Michael Boldon and passenger Sandra Sutton-Wasmund of Maple Valley, Wash., died in the taxi.

Police say the shooting stemmed from an altercation between Cherry and Harris in a valet area of the upscale Aria resort a block south of the crash scene at Las Vegas Boulevard and Flamingo Road.

A passenger in the Maserati was wounded in the arm, and four people from four other vehicles were treated for non-life-threatening injuries after the crash.

A North Texas lawmaker wants to celebrate the Lone Star State's independence by making it cheaper to buy guns.

State Representative Jeff Leach wants to make Texas Independence Day, March 2nd, a tax-free holiday for gun purchases.

House bill 1533 -- titled by Leach as The Texas Gun Ownership Reinforcement Act -- was filed Monday. Click here to read the proposed bill.

The proposal would include no sales tax on shotguns, rifles, pistols, revolvers, and other handguns, gun safes, gun cases, cleaning supplies, and optics, ammunition, archery equipment, hunting stands, blinds, and decoys.

"Texas must take the lead in the fight against the federal government's attempts to infringe on our Second Amendment Rights," Leach said in a statement. "As we fight against the federal government's overreach, there is no more appropriate day to instate this tax-free holiday than on Texas Independence Day."

Leach is the representitive for District 67, which includes areas of Plano, Richardson, and Dallas.

South Carolina instituted a gun tax holiday in 2008, but later canceled the measure due to the shrinking budget in the state. Lawmakers in that state are attempting to revive the holiday this year.

Inside Livestrong After Lance Armstrong

For 15 years the mission at Livestrong has been to wipe out cancer, but with the resignation of its founder, cyclist Lance Armstrong, the charity is fighting to survive.

NBC 5 was allowed exclusive access inside the cancer-fighting organization and talked to Livestrong's CEO Doug Ulman about Armstrong and his doping confession.

First we wanted to know if Armstrong is still welcome at Livestrong. "He was here last month when he spoke to our staff and he's been traveling quite a bit, so I haven't seen him here," Ulman said.

The foundation, known today simply as Livestrong, was once The Lance Armstrong Foundation. Today, very little of Armstrong remains at the Austin-based headquarters.

"The only change that was made to our building was the yellow jerseys that were moved for our 15th year anniversary logo that we put on the wall," Ulman said.

But Ulman says Armstrong's name will remain on the Founder's wall. "We're not going to rewrite history. At a very young age, he was faced with a life-threatening illness and he came through that and decided at that time, before he ever had notoriety and fame, to start an organization to help people. Those are the facts."

Ulman makes it clear that it is time to move on. "We owe it to the people who have invested in the mission to grow what we do, not retreat. Actually double down and go forward with more vigor and resolve than we've ever had," Ulman said.

Ulman knows how to fight. He has guided Livestrong for 12 years and he is a cancer survivor himself. Ulman says donations are strong and that big sponsors, like Nike, who severed all ties with Armstrong, re-signed with Livestrong.

"They've always been invested in the mission and have always wanted us to achieve our goals, so their re-commitment is important to all of us and we're grateful and we've had other partners step up as well," Ulman said.

Some of Livestrong's employees still have Lance Armstrong's picture and books on their desks. The best therapy, most say, has been staying focused on the cancer patients who come here for help.

People like Iram Leon, who is battling brain cancer and says free counseling here has helped him accept his diagnosis.

"All of a sudden, realizing you might be dying soon is much bigger than just, 'hey, how do I pay the bills?'" Leon said.

Leon still wears his Livestrong bracelet. "This was never about the guy on the bike," he said.

Cecile Hollyfield is battling breast cancer. She uses Livestrong's free transportation program to get to and from chemotherapy treatments. "I simply wouldn't be able to get to treatment without Livestrong. I don't know how I would."

When asked about her thoughts on the Armstrong scandal, Hollyfield said, "I hope that when the song and dance dies down, in 20 years, 50 years, the man is remembered for one shining, golden idea that he had, that helped thousands of people continue their lives or end them in dignity."

Ulman said he's not sure Livestrong needs a celebrity front man. "I don't know. As you said, our country is always sort of, onto the next thing or next person or next story. For us, we just have to stay focused on the mission."

The man on the bike may be gone, but Ulman says the cause is too important to quit. "Our mission will survive, actually it will thrive in the long run," he said.

In Livestrong's 15 years, it's raised $500 million and helped 2.5 million people affected by cancer. All services are free of charge and offered in English or Spanish.

Obama Urges Congress to Compromise on Sequester

President Barack Obama on Monday said looming automatic spending cuts are already affecting the economy, while a top administration official warned that the nation's borders would be less secure if billions of dollars are yanked from the budget Friday.

"The uncertainty is already having an effect," Obama said. "Companies are preparing layoff notices. Families are preparing to cut back on expenses. The longer these cuts are in place, the bigger the impact will become."

Despite the urgent rhetoric, there was no indication the White House and congressional Republicans were actively negotiating a deal to avoid the so-called sequester ahead of the end of the week deadline. The last known conversation between Obama and GOP leaders was last week and there have been no in-person meetings between the parties this year.

With Congress back from a weeklong recess, House Speaker John Boehner showed little willingness to move off his long-held position that the sequester be offset through targeted spending cuts, not the package of cuts and tax increases Obama supports. 

"Mr. President, you got your tax increase," Boehner said, referring to the tax rate increases that took effect on Jan. 1. "It's time to cut spending here in Washington."

The $85 billion budget-cutting mechanism could affect everything from commercial flights to classrooms to meat inspections. Domestic and defense spending alike would be trimmed, leading to furloughs for hundreds of thousands of government workers and contractors.

The White House continued laying out in stark terms what the cuts would mean for government services, dispatching Homeland Security Secretary Janet Napolitano to warn of the implications for critical security functions.

"I don't think we can maintain the same level of security at all places around the country with sequester as without sequester," said Napolitano, adding that the impact would be "like a rolling ball. It will keep growing."

Napolitano focused in particular on the impact to the border, saying her agency would be forced to furlough 5,000 patrol agents. She tamped down the notion that budget cuts would make the nation more vulnerable to terrorism, but said the sequester would make it "awfully, awfully tough" to minimize that risk.

Also Monday, Interior Secretary Ken Salazar said visiting hours would be cut at all 398 national parks, just as they prepare for an influx of spring and summer visitors.

Elsewhere in the government, Defense Secretary Leon Panetta has said the cuts would harm the readiness of U.S. fighting forces. Transportation Secretary Ray LaHood said travelers could see delayed flights. Education Secretary Arne Duncan said 70,000 fewer children from low-income families would have access to Head Start programs. And furloughed meat inspectors could leave plants idled.

Obama will seek to build public support for his sequester offset plan Tuesday when he travels to Newport News, Va., a community that would be impacted by the defense cuts.

The sequester was designed as an unpalatable fallback, meant to take effect only if a congressional super-committee failed to come up with at least $1 trillion in savings from benefit programs.

Many of the nation's governors, who are gathered in Washington for their annual meeting, voiced frustration over the impending cuts, saying Washington's inability to strike a deal had created widespread uncertainty in the economy and hampered economic recovery in their states. 

"The president needs to show leadership," said Louisiana Gov. Bobby Jindal, a Republican considered a potential 2016 presidential contender, following a meeting with Obama. "The reality is it can be done. This administration has an insatiable appetite for new revenue."

South Carolina Gov. Nikki Haley, a favorite of her party's conservative wing, pointed her anger at both Democrats and Republicans.

"No one should be playing golf. No one should be taking vacations," Haley said, taking a shot at Obama's recent golf outing and Congress' latest recess. "What they need to do is do what these governors do every day. We stay until we get it done."

Democratic Gov. Dannel Malloy of Connecticut concurred.

"They need to get out of that box that sits under the dome and understand that this has real implications in people's lives," he said. "Work with the president, find a way to get it done — or if you want, just turn it over to us governors, and we'll negotiate."

The governors, emerging from a closed-door meeting with Obama Monday, said the president had assured them the administration is pursuing solutions, but offered no assurances that officials would find a way ahead out ahead of the deadline.

Strong cross winds forced flight delays at Dallas-Fort Worth International Airport Monday.

Powerful winds forced airlines to cancel more than 200 flights to and from DFW International Airport on Monday, creating headaches for stranded passengers.

An additional 35 flights were canceled in and out of DFW Airport on Tuesday morning due to winds and storms in other areas.

Blizzard conditions in other places also wreaked havoc on airline schedules.

By Monday evening, airlines had canceled 115 departures from DFW, said airport spokesman David MagaƱa. Most of them were because of the intense winds.

"It's really unusual," he said.

The airport remained open Monday night. Wind speeds were just below the threshold for closing most of the runways, he said.

Hundreds of passengers became separated from their luggage.

"My bag made it to my destination. I did not," said Catherine Willis, who was trying to get from North Carolina to Killeen and ended up stuck at DFW Airport.

Kajuana Donahue was trying to find her bag after her flight to San Angelo made it halfway before it returned to DFW.

"It was like the luggage was held hostage on the plane," she said.

Passenger Lolly Montelongo told NBC 5 the winds forced her and her family to drive from San Angelo to Dallas to catch her flight.

"We made it safely," Montelongo said.

Forecasters predicted the heavy winds would diminish on Tuesday, but passengers were urged to check on their flights before going to the airport.

The Associated Press has learned that federal immigration authorities have released a number of detainees around the country to save money.

Gillian Christensen, spokeswoman for U.S. Immigration and Customs Enforcement in Washington, D.C., said Monday that field offices have been directed to review their numbers of detained immigrants to ensure the jail populations stay within budgeted resources.

Christensen says an unspecified number of immigrants have been released and placed on more cost-effective forms of supervision.

She says she did not have further details about those forms of supervision or how many people have been released.

Christensen says the agency will continue to pursue the cases in court and deport people when necessary.

Immigration activists say the agency most likely released detainees in California, Texas, Florida, and New Jersey.

Family and friends of a missing couple from Oakland, Calif., bicycling through South America are frantically looking for the pair, who usually stay connected overseas through computers and social media.

Jamie Neal, 27, and her boyfriend Garrett Hand, 25, were last seen in Lima, Peru, on Jan. 26.

The couple's tour of Argentina, Chile and Peru began in November, and is documented in frequent posts on Neal's Facebook page.

But they vanished from the social media map Jan. 25, and have not been heard from since they arrived in Lima after biking in the Cusco region of Peru.

Francine Fitzgerald, Hand's mother in Concord, told NBC Bay Area on Monday that she's very worried because all activity has stopped on her son's bank account. "We are trying to figure out how he would be on buses, staying in hostels, being on boats, without any money," she said.

She also hasn't seen a Facebook post or an email for a month. "Somebody knows where he is," she pleaded. "Someone is with them, somwhere, so we need them to call us. We need them to come home."

Neal's friends are worried, too.

"I really am deeply concerned about her situation," said Jeff Jerge, the owner of The Peddlar bike shop in El Sobrante where Neal has worked for the last two years. "I'm extremely concerned I'm very fearful something bad has happened and not as likely they're out on an excursion. That contact has ceased."

Multiple media outlets have reported that the U.S. State Department and the U.S. Embassy in Lima are helping search for the couple. Those reports could not be independently corroborated on Sunday, as no one could be reached for comment.

On Feb. 13, the U.S. Embassy in Lima warned Americans of a potential kidnapping threat by an unnamed criminal organization in the Cusco area. The embassy reported the threat to be "credible at least through the end of February."

Until then, Jerge has made up fliers that he's posting on Facebook and with online travel groups.

"I want them to know we're looking for them and we want them to contact us and tell us they're okay, and we want them to return on time and safe," he said.

Did you know an African-American couple, Major and Malinda Cheney, helped settle the area of Birdville in Tarrant County?

It's just one of the facts you can learn at the Lenora Rolla Heritage Center Museum at 1020 East Humbolt Street in Fort Worth.

One room shows you the chains and shackles that brought African slaves to America.  There are also relics from the Jim Crow Era of racial segregation, including a "For Coloreds Only" sign.

And you can see how people lived while forming communities around Tarrant County, including one of the first electric refrigerators and clothes from the early 1900's.

The museum is named after Lenora Rolla, founder of the Tarrant County Black Historical and Genealogical Society. 

Families from around Tarrant County donated personal items from doctors and other professionals to make sure the complete history of North Texas is preserved.

Among those pounding the pavement at Sunday's Cowtown Marathon was Team Red, White and Blue, a group that helps veterans returning from deployments.

"Through physical fitness I overcame my injuries and I'm pretty much a 100 percent again," Army Major Jonathan Silk, a member of the group said.

Major Silk was deployed to war zones in Iraq and Afghanistan. He has been part of the running group for nearly two years.

"When they [veterans] come back into their community they may not know anybody, they may be isolated,"  Major Silk said. "Well through physical fitness, it's a shared experience, it's a bonding experience."
 

"And through those type of events you create a new tight cohesive team," Major Silk said. "That's what we want to do at a community level."

It's that type of bonding that Paige Dunn needed after returning from the Navy in Virginia.

"I hadn't really come home much so I came back to a scattered group of friends," Dunn said.

Nearly 27,000 people participated in the 35th annual Cowtown.

"We increased about 1200 from last year," Heidi Swartz, executive director of the Cowtown said. "It's the most we've had it's a great way to celebrate our anniversary."  

For Team Red, White and Blue, the marathon signifies so much more. 

"To start a new family here in Texas is just amazing for me," Dunn said.

Firefighters responded to a quick moving fire at a Dallas gun range on Sunday afternoon.

Dallas Fire Rescue responded to a fast moving fire at the DFW Gun Club and Training Center in the 1600 block of Mockingbird Lane of Dallas. The range is a few miles west of Dallas' Love Field Airport.

There were between 50-100 patrons in the building when the fire broke out but they all escaped safely. 

Nearly 100 firefighters battled the flames. A firefighter was treated for smoke inhalation.

Investigators believe the fire started when a tracer round was fired at a backstop.

"It flares up a little bit, whenever you fire it inside," said Dallas Fire Rescue spokesman Jason Evans. "At a gun range, it can easily catch that backing on fire."

Evans said no laws were broken. The fire is being ruled accidental. The department will not be filing any charges against the person who started the fire.

This is the same gun range where the roof collapsed under nine inches of rain in March of 2006.  No one was injured in that incident. But several people were inside when the roof began to give way.

It's been three weeks since America lost Chris Kyle.  Now an artist has found a monumental way to honor the Navy sniper shot and killed while helping a fellow veteran deal with PTSD at a gun range in Erath County. 

Greg Marra is the man in Florida who's had his hands in clay almost non-stop since Kyle died. 

"I looked at this statue and I was like 'my God," said Michael Smith, a veteran in Haslet who has the honor and responsibility to help get the statue to North Texas. 

"If you look at the arms where Chris is holding his weapon, down to the veins in the arms, the facial features.  It's just ominous how well Greg has done."

Smith heard about the statue on a radio program.  He got in touch with the artist's manager and said he wanted to help.

"It's a gift from a grateful country from what Chris not only did in combat but for what he did for my brothers and sisters who came back from combat with Post Traumatic Stress Disorder," said Smith.

Smith said the plan is to get the Chris Kyle statue here by March 8th.  Who will take this clay likeness the rest of the way turning it into a bronze statue is still being worked out. 

The only decision Kyle's widow Taya will have to make is where she'd like it.

"I don't know where they're going to put it," said Smith. "I hope Taya decides to put it someplace it deserves to be where people will go and honor the man."

In Midlothian Sunday night a banner honoring Chris Kyle greets you at the entrance of Ellis County BBQ.  When we told owner Dennis Deweerd about the statue, he was thrilled.

"I think it's awesome," said Deweerd.  "I think it's a great tribute to an American hero.  It's a small town here but it would mean a lot to a lot of people."
